What I specialize in
I specialize in water governance, water security, sustainable infrastructure, hydroinformatics and strategic project development in Latin America. My work focuses on helping public institutions, utilities, development banks, private companies and cooperation agencies transform fragmented water-sector challenges into structured projects, investment opportunities and practical decision-making systems. I combine technical knowledge in civil and water engineering with experience in institutional coordination, stakeholder engagement, public-private partnerships, multilateral funding and sustainability strategy.
Previous projects
I have led and contributed to several water-sector initiatives across Latin America. As Water Governance Specialist for the IDB’s OLAS Platform, I led national diagnostics on data governance, institutional roles and regulatory frameworks in the water and sanitation sector in Brazil, Bolivia, Honduras and Uruguay. As Water Advisor for the World Bank’s Water Security Assessment in Colombia, I processed 50 water security indicators and supported the analysis of institutional readiness and water-related risks. At FINDETER, I supervised and structured water and sanitation investments exceeding USD 100 million and supported the first subnational Integrated Water Resources Management plan in Colombia. More recently, through Awaio, I have worked on digital solutions, capacity-building programs and strategic initiatives for water governance and sustainability in Latin America.
